這座水族館的前身為UCLA所擁有的Ocean Discovery Center。自2003年以來由Heal the Bay ，一個非盈利性組織所經營，提供許多海洋教育計劃和特別活動 ，致力於海洋保護，污染防治，環境教育並開放給民眾入內參觀，每年吸引超過65,000人次（約15,000名學生）來自世界各地。
